It will take a while to dig through it, but on first examination it looks very interesting. It appears to include details on CART's incentive programs and under what terms the new teams are being propped up.

One question:

If they're giving Derrick Walker almost six million bucks, why can't they specify that he hire someone who knows how to drive the cars?

As I've said before, I think it's a damn shame that CART can spend $30,000,000 to put a field together and only end up with two American drivers.

Walker's share is 3 million per car. CART seems to indicate that they allow 6.5 million for a full season budget. So Walker still has to come up with 2.7 million even after the ESP payments.
