I'm pretty sure the Russian submarine based ICBM was the cheapest launch vehicle option available. It's a private venture funded by the Planetary Society. It's a shame, the solar sail is a neat idea, I'd like to see how if it would work. Hopefully they can get funding together to give it another shot.

This does call into question the quality of the russian nuclear threat. :saywhat:
