As a support series for some series with an interest in after-market performance parts ( ;) ;) ):

A) Teams arrive 2-3 weeks before the race.

B) Team salaries unlimited. Maximum size, oh say, 10-30 people.

C) Per race hardware budget: $15,000. This includes buying a car on eBay (sponsor) for a single race. Series officials actually buy all cars/parts and deliver them to the teams. Team members are not allowed to bring anything into the build-area. All bids/purchases are posted immediately on a public web site.

D) Standard set of tools/machines provided by the series to be housed within a public (but access restricted) build area. Plus a per-season discretionary budget for other things they may want to buy to try to get an edge.

E) Safety equipment (such as roll cages) mandated and paid for by the series. Final car must pass safety inspection.

F) TV Reality Series cameras/personalities are given full and unfettered access to build area, but are under strict confidentiality agreements until the hour-long pre-race reality show is aired.

G) Go racing.

No, you have to buy your own car. In the IRL, the car (or it's manufacturer) buys you.
