When I said it wouldn't work here, I meant in the sense that OC never gets any new members posting repetitive, irrelevent, incomprehensible threads with poor grammar and spelling like the kid in the video. Well, at least not since paper's brief stay. :D

I guess this stuff all has its base in car and gaming forums. Well, it first started off as a way to mock newbies who would come and say something like "teh TypER is teh bestest car!!!!!!!!!!!!!!!!!!!!!!!!!!!111111111". Obviously those newbies did not care enough to hold down the shift button to get in the last 8 or so exclamation points. Eventually the 1s started showing up in random spots, and then people started changing the "1s" to "ONE" and "ELEVEN".

So, to answer your question, I have no idea. :o
