I wonder how we could go about trying to equate some fastest laps, poles, and wins in French F3 to an Atlantics career?

Very low. The 'industry standard' is show potential if not outright speed in your first year, wrap up the title in your second. If you absolutely must go a third year, you better lock it up early and vigorously.

So 4 years in F3 is not a good CV
