i love the rule for customer engine cost

also another interesting one: Grid based on 2 timed laps instead of 1 flying lap; starting order based on previous race result. I wonder if they'll still be going out one at a time.

No... I think they've got that wrong. The grid order is still determined by a single lap time. They are essentially combining Friday and Saturday qualifying though... first session determining the order for the second session (the one that really matters). The order for the first session is (as you've pointed out) based on previous race results.

Well, I guess technically two completed laps are required... because it says you have to complete a lap in the first session to be able to complete a lap in the second session. The order is really only based on the second lap time though.

I'm happy that the Friday session has been replaced with an extra hour of practice. More cars on the track for greater periods of time is a good thing, imo.
