I saw a commercial for a new Infiniti that featured open wheel cars on a street course, but I did not recognize the cars or the track. Please to identify.

Cars look like F3.

Definitely some F3 cars. The Red Bull liveried car looks to perhaps be an F3 modded with an F1 airbox look and the original side air intake reduce to a sponge filter.*

*On further examination I am nearly certain this is the case.

The "track" is closed streets in Valencia, Spain.

There was another one during the USGP broadcast. It was an ad from the GoPro camera company that showed their CEO making a pass at Laguna Seca. Couldn't find that video, but it was similar to to this one from Thunderhill, CA.
