'With regard to the USF1 team's non-participation in the 2010 championship, the World Council mandated the FIA President, in full compliance with the new code of practice for disciplinary matters, to take forward the most appropriate action.'

Wouldn't there need to be a USF1 at this point to punish? I've got to believe they don't exist any more, or won't by the time sanctions come down.

I think it will be mroe along the lines of, since they opened bids for 2011, and USF1 screwed the pooch, this "penalty" will be more of a "don't bother trying to bid again because we have had enough of your BS".
