I first thought "why, long past it, why not some young rocket?"

And then I realized his team-mate for next year is Kobayashi and it all made sense.

Ten facts about Pedro de la Rosa. (http://www.autosport.com/news/report.php/id/80961)

Fact nunber eleven:
De la Rosa was also involved in the espionage controversy surrounding his team and rivals Ferrari. With evidence provided by him and team-mate Fernando Alonso, the FIA excluded the team from the 2007 Constructors' Championship, and issued a record breaking fine of $100 million. He was understood to have sent e-mails to Mike Coughlan and Fernando Alonso regarding the Ferrari cars setup.

It certainly makes sense to have an experienced development driver if the other driver is young and inexperienced. He was probably the best guy they could get.

Agreed. He's been the test driver for some pretty successful teams. In addition to his development work, he's probably still quicker than a lot of the regular drivers from the past several seasons. Not So Quick Nick Heidfeld comes to mind.
