Implications of Smaller Grid in 2009

Honda is now gone and rumours abound of another team leaving as well. I understand there is a significant financial penalty if the grid is less than 20 cars. If no replacements are found, how will the situation be handled? Perhaps special dispensation given the current economic conditions?

I can see Bernie rounding up all the 2008 chassis that are being superceded and raffling them off with engine leases and a Grand Prix to every oil emir and mogul in aspiring 2nd world countries he can find.

To boost the 2009 Formula One grid from its current 18 cars, teams ‘may’ be invited to field third cars.

That is the information of the Swiss weekly Motorsport Aktuell, which claims Honda's withdrawal has left the sport in breach of its contracts with TV broadcasters.
