I'm pretty sure you can't re-size images with Paint in Windoze. I usuaully use either Photoshop, or my Canon camera utilities to re-size images. You can also use Picasa, which is GOOG's photo utility and online album service, which is slick as snot.

in paint, press ctrl+w, you can strech/shrink your photo as desired, make sure the percentage value you enter for height and width is the same
