The big questions is not what the FIA will do but whether this will this be counted as a mistake by Peter Windsor....? :D My guess would be no.

Weber damn near stopped to keep from passing Hamilton. Vettel couldn't and shouldn't have been expecting that. F1 cars don't have brake lights, the kid got screwed. If anything that ten grid spot penalty in China needs to be dropped.
