The best to never win a 500 poll

Right now, Waknerdretti is leading the pole with 42%, while the greatest racer to never win the 500 is a distant 6th place. I am speaking of Ted Horn, of course.

A couple of years ago, Ziggy tipped me off to Ted Horns accoplishments after I compiled a list of all-time Indy 500 4th place finishes in cynical response to the media storm that ensued after Danican't took 4th place.

Tough to judge. Do you go by number of starts and results at Indy or the total career accomplishments and performance at Indy?

With the former MA, Ruby and Bettonhausen come first to mind. In the latter Jackie Stewart, Tony Stewart and Mansell come to mind.
