I stopped reading when I got to the part where this clown was a program manager for E-Systems for 22yrs. That explained everything. A typical defense industry incompetent trying to cover his ignorance with bluster. Crappy education, no relevant experience, just blame everyone else for everything you don't understand and demand they fix it.
